Experience

  • Represents clients in contested cases and rule-making projects before state Public Utility Commissions regarding competitive entry, universal service, pole attachments, and other issues affecting providers of telecommunications and broadband services
  • Advises clients on public policy and legislative issues before the Texas and Maine Legislatures
  • Negotiates and drafts legislation and provides testimony on legislation affecting clients' issues and concerns
  • Provides testimony before various legislative committees on telecommunications, broadband, and cable issues
  • Negotiates agreements between telecommunications and broadband providers
  • Counsels clients on market entry and business strategies
  • Negotiates agreements with public and private entities to permit cable, broadband, and telecommunications providers’ access to public and private rights-of-way and telephone poles 
  • Represented ERCOT in Public Utility Commission proceedings regarding the fees and process associated with the transition to a Nodal Market in Texas
  • Provides regulatory and legislative assistance to a Broadband over Power provider
  • Successfully represented telecommunications client in binding arbitration against AT&T regarding compensation for termination of traffic
