Bill Moore

Bill Moore represents numerous energy industry clients, counseling them on regulatory, environmental, business, and legislative matters. He has represented a variety of competitive and regulated electric interests, including Texas's largest regulated electric utility, largest municipal utility, and largest power generation and mining company. He handles clients' business-to-business interactions as well as representing them before state and federal legislative and regulatory bodies.

  • Serves as primary legislative counsel and has testified multiple times before Texas Legislature for a major Texas electric industry participant, resulting in successful bill passage by the Legislature or other successful results
  • Leads intensive investigations into complex corporate activities
  • Provides seasoned and detailed regulatory compliance advice
  • Successfully contested the legal basis for, and ultimately settled favorably, the largest wholesale market regulatory enforcement action in Texas Public Utility Commission history
  • Led the legal component of a large corporation’s regulatory/legislative team that ultimately obtained Texas legislative satisfaction with the largest private equity transaction in history
  • As General Counsel, created, staffed and oversaw the compliance organization for a major Texas electric energy market participant
  • Led efforts to successfully defend, against appeals in state and federal courts, environmental permits for three new large coal-fired power generation units
